I get the impression that Rolf Harris, though clearly a pedo, wasn't in the inner circle, just used his position and the acceptance of such peccadilloes in the BBC to get some action. When the Savile thing broke and people started seeing connections elsewhere it was soon directed to a witchhunt of celebrities with a dodgy past and he made an excellent scapegoat

Savile on the other hand clearly had connections all the way to the top of the British establishment, there is no doubt they knew what he was doing, and you'd have to wonder why they accepted him.... It's not like he was a powerful politician where the excuse is that it makes for blackmail material....more like he was a court jester/fixer for those at the top of the pyramid
