I don't think this email actually means anything (being a Latin scholar myself, I buy the "cum" explanation), but it is worth noting that [email protected] is Chelsea Clinton (under her pseudonym Anna James.)

He's saying 'tour guide hashtag spy' in modern parlance. Using Latin. It's not uncommon.

She. The email comes from "Anna James" (Chelsea Clinton's pseudonym at NYU) TO Podesta, not from him.

But yes, you hear this a lot in academic circles.

Cum may refer to: A Latin word, which can be either the preposition with or a conjunction meaning when, because, or although. An English linking word, derived from the Latin word for 'with.' It is used in many place names in England as well as in everyday English - e.g. Prestwich-cum-Oldham.
