Thomas Mann was commenting on a law in Nazi Germany making it illegal to talk about the activities of the Gestapo. In short, if they arrested and tortured your husband, son or brother if you told anyone you would go to the concentration camp yourself. The relation to Pizzagate is that censorship and secrecy protects the abusers by denying the knowledge of what to resist.
