It's a woman and her voice gets pitched down using pitch shift audio effects. This can easily be confirmed by watching one of her performances at comet ping pong. That one with "we all have our preferences." for example.

If you listen closely you can hear her real voice overlapping the processed voice and it's clearly a womans voice. Also there are pictures of her without the mask.
