If we look at the trend especially the likes of Dojo pizza - busting the patsies on the front end seems to be as far as it goes. Correct me if I am mistaken here but the owner of Dojo was charged with trafficking but I didn't hear of anyone else being busted <- you cant really traffic on your own so leave me wondering.

They seem to be going after a lot of small people at the moment. It's like they're trying to convince the public that the authorities take pedophilia extremely seriously. That could be a distraction from the fact that the big people seem to be untouchable.
