I believe that one is actually an honest joke. It's from Instagram user @Room11DC , which is connected to this restaurant:

"ROOM 11 is a neighborhood restaurant, bakery, coffee shop"

You know, "have pop-up restaurant in this shitty basement with a hole in it" kind of irony.

Yes, that's what a traditional pop-up is. But doesn't it seem odd that they are so excited that the hole needs a pop-up? Not thinking it's a pop-up pizza shop - is why I framed the question.

It's this form of human communication called a "joke". Pop-up restaurants and stores have become so common in DC due to high commercial rents that everybody jokes about using every available space for pop-up retail (the other go-to joke is "hey, maybe you can AirBnB that!")

Looks like they're using coded erotic language. Hole = ass. Pop-up is probably related to anal penetration. Underpinning is probably being used in an erotic sense also. Too many pedo-gay references for a "family ping pong restaurant". ROFL.
