I've seen this before. It's a form of subterfuge, wherein something is designed to have the same name as something else, and is forced into the public vernacular to remove and deflect any attention that an identically named idea, concept, law or person may already have. Take BLM for example. Most of you have been trained to associate it with Black Lives Matter, but in actuality it was given that abbreviation in order to supplant the Bureau of Land Management, the organization who were attempting to take land that belonged to the residents of Bundy Ranch.

Same case with Pizzagate, except in that instance the name already existed to describe an football incident involving a manager having a pizza thrown at him due to a broken winning streak.

I would not be surprised in the slightest if this "Kim Noble" character was given that name to prevent people from looking into the MKUltra victim.
