What are the laws in DC regarding consent for photographs? Is it a single-party consent state? Does it matter if the photos are taken on private property like this? In any case, you probably shouldn't be taking photos of random teenagers and posting them online.

Couple points here

1.) It is common for restaurants to have separate rooms that are for parties and what not. I work for a small company and we rent out a restaurants event room every year for christmas events.

2.) Those caged racks are metro racks with cage enclosures. If you have ever worked in food service, people steal things like crazy. The cages are form of loss prevention and it is not uncommon to see them.

Just being devils advocate here.

Comet pizza does have a "back-back" room. It's rented for parties, used as the green room/backstage area on nights band use the main performance room, it used for for smaller bands who can't fill the big room. It opens to the parking lot.

The cages are so self-explanatory when you see the beer and liquor stored inside.
