Drugs are illegal. Massive cartels with militias form to produce it. Drug wars start. Kingpins are made. The whole thing is really messy.

Children aren't illegal. Hell, people will even call you a hero if you take one from a disaster area or abusive home. You can move them anywhere. Then it's just a matter of finding someone with 'unusual tastes' and bam. Clean money. Anyone asks about the kid; all you gotta do is say it fell through the cracks. Happens all the time.

That would explain why this goes all the way to the top. Why it's being protected so well. But most of all, why people investigating it keep dying.

The FBI covers up 200,000 children per year missing in USA going back to 1950's.
