other than that, I don't know what I think about this idea. No way to know this for sure, but I would be that some whistleblowers definitely need some financial help in order to "get safe". But I would bet that the majority just want to be protected, heard and believed.

Right, and the government (should) protect them in a criminal context. But they can't protect them from being bankrupted in civil court and slandered in the media.
