Publicity stunt. Milo himself was raped as a child, though he claims it was mutual, so I don't really think he is one to trust on this issue since he makes excuses for this behavior having been done to himself.

My theory is Trump wants to get in power and then the FBI will pursue it after Comey is either replaced or freed up to do his job.

I'd rather it be someone from inside the Trump team who would rather Milo wait until it gets blown wide open by the Trump justice dept, than it be someone from the Obama justice dept with threats trying to still cover it up.
