Legislation against members of U.S. government going overseas to have sex with children? ( pizzagate )

I recall some years ago that legislation was introduced, maybe even passed, that explicitly was meant to bring a halt to a recognized, ongoing practice in the U.S. government of members of congress (and presumably the administration) of flying overseas to places where pedophilia is legal explicitly to have sex with children.

I remember considering it a small victory and feeling surprised that it was being talked about openly (I believe it was published in a normal, mainstream local newspaper.)

It may have even been around the time Art Bell was being accused of doing exactly that (an accusation that later on turned out to be false).

Does anybody remember any such legislation? It may have even been an executive order, I can't remember.
