In my mind a 'shill' is someone on the payroll, a paid lackey. Most infamous is the 'Hasbara Shills' and that Israel pay's college student's $2,000/month to troll sites such as voat to control the narrative.

The way shill is used here is that anybody who mentions the 'Saudis' is called a shill, but that is just attacking the messenger and avoiding the evidence.
