It has source, event Hillary was at where her supporters felt it was appropriate to flash devil horns. This was not a Texas event (Texas Longhorns fans do this sign sometimes).

Lots of politicians, and celebrities do it. It goes back before heavy metal. Alfred Hitchcock did it, Reagan, Bush Jr., Laura Bush, Trump, Charles Darwin, even the Queen of England has been seen using them. It's not just the Clinton's. It's the whole lot of them.
