Yes I know that they'll spend on stuff that's not really needed or create extra projects etc, which would actually fall under the departmental remit. But it's not generally accepted or common knowledge that the practice is to lie about what money is being spent on, and instead spend it on something illegal, or something for personal pleasure or benefit, is it? I didn't know that was 'the done thing,' at all.

When he mentions $60 soda, isn't he basically saying that they are stealing? Or spending money on something they shouldn't be spending on and just increasing the prices of things they're allowed to buy to make the outgoings all add up?

I wonder if this is where the pizza and hot dogs/pizza parties thing came from? Spending government or company money on child prostitutes and covering for it in the financial records by putting it against the budget line for hospitality or conferences etc, and just adding on loads of extra pizzas and hot dogs, or making out like each soda cost $60. And then obviously it becomes 'so how many pizzas did you order for the party Friday?' nudge nudge wink wink.
