There is a lack of any hard evidence so far. There is a lot of "im 99% sure this is whats happening" but not a lot of proof YET. It's really hard to find proof without being able to interview people or be on the ground. Basically it's at the stage where a formal investigation needs to happen, and everything we found is like an instruction manual about where to look.
