He was assigned to the case because he is a criminal profiler. Profilers work in the Child Abduction and Serial Killer Unit of the FBI.

Clemente does not put "suicide" quotes. He believes all evidence points to the fact that Vince Foster killed himself and his psychological profile of Foster points to the same.
