There's a few other posts about this from today alone. It was a fake account. No idea how much info in it was legit, if any.

edit: If this is the twitter account you're referring to: http://archive.is/IDBh5 It looks like this is a fake account and not at all his real twitter. The second twitter account when searching for Guliani also appears to be an unverified twitter account.
