US mind control projects began in the spirit of an "arms race". US mind control projects eventually gave up on sterile lab techniques and followed the proven method including sexual abuse at a young age. CIA (I assume) has been the bouncer at the door of these projects and the supplier of subjects. Most would not be kidnapped children, most would be hippie commune kids with no records, refugee children, third world etc. Enter J Edgar Hoover and the real bribing, blackmailing begin. Maybe here is where the "prepared children" are also used as currency with depraved leaders. Until today there is the accepted pedo culture.

It's grown inside the CIA not as much from mind control projects as that it did from blackmail ops I think. At some point they found a honeypot works just that much better when it involves a child.

This whole scandal is imbedded into the entire civilization, it has been around for centuries unfortunately.
