It's not a doubled amount either if persay they were doing an annual renewal.

Without even googling anything yet.. my brief observations .

The initials C.D.E they match first Collins and last Elbasani. Middle intial unknown. Decent possibly Arab/middle eastern by last name. I do not know what first name in Arabic would =Collin as English translation .

Rate being charged: the word " Student" also stands out but their are othere also receiving that rate, but $199 is the "standard" going rate per the site you provided so it doesn't appear "student" is getting some sort of discount.

However Colin Elbasani and David Holman both order product 199 but are the only 2 on the list that pay $479.00..

AND what would to them make that noteworthy by documentIng as such to them ?

Oddities: some people are paying $199 without the additional notation of "+ Q3 06 report " so some of the list pays $199 and are not receiving the what I view as an additional bonus of receiving the Q3 supplement.
