I think you were right! The excavations show them taking the grade down and the images of the berm around the rectangle pit you can vaguely see the the lines of the pit just inside the berm. The early berms seem quite large and it would stand to reason if you build a concrete structure in the hole, you can't put very much material back in as back fill. You would still have a berm.

The fresh footings would be about right for a building that size too. The white square in the center is likely an elevator structure installed prior to the form and pour of the walls and roof.
