This is the key line in the link. They didn't legalize sex with minors. Not charging the minors involved is probably a step to try and get them to come forward and report the abuse without the fear of going to jail.

Yes, but make no mistake, this actually makes it harder for police to catch traffickers. If a child is out loitering for prostitution (and remember, this could be a 16 or 17 year-old), they literally aren't even breaking the law. The police can do nothing to stop them. This could actually cause pimps to target minors, and there's a reason the District Attorney of Alameda County said, "...this opens up the door for traffickers to use kids to commit crimes and exploit them even worse."

one of the worst case scenarios is that it will become a family affair. With youtube et al as your exposure, or skype, and maybe even a single mom to add to your fun, the possibilities are bad all over. w/ w-o parent involvement, it's money during hard times while destroying families. They should call this The Epstein Bill.
