IMO Biden is a relevant figure.

High level government official - serving both as a long running Senator and Vice President. This is consistent with the level of the pedocracy circles consistent with the pizzagate investigation.

The predatory nature - The casualness of his groping behavior implies it is a familiar aspect of his interactions with people and that he does it with little real thought. HOWEVER - his reversion to more normal boundaries is apparent with the slightest challenge. This seems to be common predatory behavior that gravitates toward the vulnerable.

The brazen nature of his groping as an entitlement to his position - Watching a few of these swearing in ceremonies suggests that there is a crowd of people in the galery waiting for their turn, so he is doing this openly in front of people watching him.
