But it doesn't make any sense if they can get it from mothers who drank while pregnant, verses say a chosen "one". These freaks think those with this abnormality are chosen. So, if it not so rare, then I do not see the significance.

Yes it does because it will be accompanied by other unique characteristics particular that genetic quirk. Such as, a difference in the pineal gland for example, such as was found in the northern Egyptian group who were found to be without pineal glands and with the pax6 genetic mutation, full aphasia of the eye.
