They may well have been digging a "basement access" for an ADJACENT building, best anyone can tell, via creating a sub-earthed stairway between building walls... and that's what the paint outline on the floor looks like, to me... (but what do I know, I've been doing construction off and on and reading blueprints since the 1980s)... however, the COMMENTS on this photo are very telling, and seem to "hail" from Satanists in Alefantis's social media scene.

Possibility of double-dipping with this project, Satanic projection/protection, etc is "strong in this one", says master Yoda.

yes. this thread is talking about "general position" of Comet PP being at the tippy tip of the inverted pentagram, and the odd "hole", which could just as easily be ritualistic as anything else, considering J Achilles Alefantis didn't file a permit specific to foundation work. Ever.
