Need to look into who is involved in community agencies as they have been found to be complicit. Surprised you don't see how vulnerable these kids are. They are directly a result of nation destabilization.

I don't see a direct link, but I had forgotten I heard about this. They almost refuse to return kids who have left central and south America, trekked their asses up to America, and then squatted here. On a meta thought, usually they like to pick people off who are not connected to the community (or at least it's a weekended position where they can) (like the underground abuse network, where a woman escaping her husband will give up her identity and bounce between safe houses, who knows how many have disappeared from that method.) These kids would be a perfect target.
