You need to read the article and understand it. The legislation changes nothing in punishment to those who pay for child prostitution. The legislation changes nothing in punishment to pimps of child prostitution. What this legislation DOES do is prevent police from pulling child prostitutes off the streets and into social services where rehabilitation can begin. They claim that social services perpetuate the problems for children. So, they passed this legislation to prevent any consequences to children instead of fixing the system that is already in place and should be working, but like all government institution are a complete joke. This incentivizes pimps to use child prostitutes because police are unable to take them off the streets and thus pimps get more time on the streets and less time in a prison cell from their prostitutes. Children tend to be easily influenced and threatened by their abusers so if they are caught in the act and taken into custody and refuse to give up the pimp abusers then they need to be released in which case they return to their pimps and the cycle continues. This bill is completely backwards and I suspect they know damn well the consequences of the bill and passed it with ulterior motives.

You may have accidentally typed that wrong... The bill is supposed to take the children OFF of the street and place them into Social Services as opposed to the juvenile justice system. Their claim is that if they place them into Social Services instead of the Juvenile Justice system then they would begin rehabilitation. The problem is, the social services are a hotbed of abuse of pedophilia. Not all workers are involved of course, many people go into social services bc they have big hearts, but their are black hats within all of those networks who work on the inside to funnel children into "foster" homes of people who are involved in the network of child trafficking, bc who would miss them?? We create a system that is overrun with cases and kids literally do fall through the cracks. Easy prey.

There is one glaring issue with what you are saying. Without a victim, there is no crime. So long as the underage children refuse to speak, there can be no name entered into a police report, they cannot be taken in and the police are completely disabled from getting any kind of a case that will stick to the DA. This legislation basically legalizes everything about child prostitution aside from the act itself. So anyone not caught in the act of sexually abusing a child will no longer be able to be prosecuted.

As far as I'm aware, the point was to avoid throwing the prostitutes themselves in jail, as they are underage and therefore can be considered victims, even if they to some degree consented in what they were doing.

Ok, that makes a little more sense. Still though, consent from the underage should be automatically dismissed in court, whether true or not. That's like a parent saying my child wanted to shoot heroine and she consented. Children don't know whats good or bad for them in the long run and saying they "consented" is admitting they are competent enough to know the difference.
