I don't think this is an uncommon thing for young children's rooms, especially if the windows are closer to the floor than normal. The bug netting won't stop a child from falling but these bars will. Since there's just one I want to say that's what this is.
Definitely not to prevent robbery though, it is 2nd floor and installed from the outside.
The common thing would be a "safety gate" on the inside. I've never seen a parent install steel bars on the outside of the window for children. Do you think they can break through the glass?
I think someone mentioned here earlier that it wasn't the barred window house but the one next to it. Would have to see the house numbers again to be sure.

No i don't think they can break glass but as I mentioned they could easily break an insect netting
