Ever seen a case tried without a victim? Imagine bringing a case to the DA and saying, "Well, this guy was soliciting prostitutes but the prostitutes were underage so we don't have their names or any other information on them"?
No victim, no crime.

While 'felony pimping' carries a greater sentence than adult pimping, this dynamic makes it less likely for a child pimp to get 'ratted out' and yes, you are right, it therefore can be seen to incentivise some pimps to use children rather than adults. It also may 'hurry' some girls into prostitution - 'better go make money before i turn 18 and the law changes for me'
They just hired Eric Holder to defend this law and to defend sanctuary cities. Keep in mind that Eric holder was linked not only to Fast and Furious but other California-based Human and Arms trafficking. In addition State Senator Leeland Yee was just busted for selling automatic weapons, weapons of mass destruction, and corruption. It was found out that Yee was also involved in human trafficking using sanctuary cities such as San Francisco. He was also involved in weed grow houses here in California. Eric Holder is likely filling the gap that Yee left when he was booted from office. Several other members of the State Senate and State Assembly are also involved but they seem to keep getting sweetheart deals, tip offs so they can remove evidence, and often times their crimes are just ignored.
California must protect it's sanctuary cities or this whole pizzagate thing falls apart and they don't have a safe haven for us-based child abuse.
