My theory is that the reason for all the pedo symbols on signs and such above the ground is that they are markers for the underground tunnel system. The fake businesses have secret passageways to the tunnels below. I think that's why they were digging holes in Pegasus.

That would make since, Because the size of the room is huge. it would be like a whole facility under Pegasus.
