I saw this earlier and decided not to waste time posting about it as it is 99% likely bullshit, just like that Julian Assange proof of life countdown.

If I am wrong we will find out later but if anyone had damning info it should be posted straight away and not held back, giving someone else time to shut it down if genuine.

When was it created?

Likely nothing. If someone were actually invested in something happening, I would expect they have their own site, or means to communicate...this site gets information from the url bar for countdowns, and thus anyone could type anything there and it would only exist when someone was viewing it.
