Do you know anything about how TOR works? First it is an OPEN SOURCE program. Meaning any coder can look at the code and see exactly how it works. They can't decrypt TOR- it's impossible because the whole network uses multiple layers of military-grade encryption (hence onion network) to send/receive encrypted traffic. What they might be able to control are some of the exit relays so they can intercept traffic and ATTEMPT to execute a technique called "man-in-the-middle" attack. If you have your TOR setup properly with a remote bridge, you should be relatively safe. Practice common sense and remember, the more users/diverse interests that use TOR the harder it will be for an entity to pinpoint a specific target. So people, for the love of God, Use TOR with confidence (preferably in combination with a VPN)

The feds creating TOR has no bearing on the utility and fundamentals of its system. It's fully transparent and works exactly like it says it does. Just like bitcoin.
