The only ones who know who the shills are for certain are other shills. I'm sure every time someone casually tosses that word around blindly on this forum the shills giggle and wet themselves. It's a pointless and mostly powerless accusation not to be used lightly. If you suspect someone of being a shill the best thing you can do is out them with reason and evidence and earn upvotes the hard way. Petitioning votes for what amounts to nothing more than a cheap sight gimmick so you can downvote "shills" should give us all reason to doubt your motivations and integrity.
