Seems an act of intimidation rather than anything else. That it should coincide with Trump's inauguration is probably not a coincidence - Wikileaks seem to me to have implied recently that after Obama is gone they will be releasing material that is even more damning than anything released so far. This seems a threat to Assange that, if he goes ahead and releases this new material, the embassy will be stormed. I would suggest their plan is to kill him in the fighting rather than simply apprehend him.
