They claim the bulk of D.C.s child trafficking is due to MS13 gang activity. The 98% black/brown/Mexican profile fits that, but definitely sounds more likely to be a cover.

I wouldn't disregard this as a cover so quickly. MS13 may be working for Carlos Slim. I remember reading an article awhile back stating that MS13 were taking over the Williamsburg area of Virginia. I doubt this is a coincidence being that it's so close to DC.
