These sick people are using code words to communicate online. The comment made Nov 16 on the Google local guide app from Elmer Diaz, "Free ng bevk de vccs bcgjr" is the exact same type of comment used on facebook by the Shanghai diplomat lady, can't remember name, about the park next to Pegasus. Im on mobile but this is a connection. The code was deciphered and was defintely related. This is important!!!
If anyone remembers when this was talked about, it was a week or so ago, please feel free to link the thread. They were able to decipher the weird gibberish using an online algorithm. This is really important and think this is how they communicate.

A little research here, but what was the date of the message? Also I can't find the original post. It could be connected to Anders Breivik, the Norwegian mass killer of 2011. First part of the message: free ng (ng=Norwegian) (bevk=Breivik). "de vccs" may refer to Virginia Commilitones Christi Solomonici, a secret society Breivik belonged to with a cell in VA at the Farm. This may not have to do with pedophilia (at least not directly) but with fascist terror cells in various places in Europe and US. "He calls himself a one-man cell of this organisation, and claims that the group has several other cells in Western countries, including two more in Norway.[88] On 2 August 2011 Breivik offered to provide information about these cells, but on unrealistic preconditions.[288]"

Well it was good of you to mention Tagalog... This is the lead to go on. I have several Filipino friends on fb and this is EXTREMELY similar to how it looks there...
EDIT: Talked to a friend that knows Tagalog, he said there was no way it was fwiw. I still would check other sources if you know them.

I knew I'd seen that 'ng' before, but couldn't remember what language it was associated with. The Elmer Diaz profile picture appears to be a little girl, which may be a clue.

This occurred to me as well after I found a lot of similarly weird sentences in the comments sections of Youtube videos, and noticed that they came mostly from accounts with foreign sounding names. You would think though that someone named Elmer Diaz would be using the Latin alphabet. At the moment it's still a mystery.

See my comment below. Elmer Diaz wrote a review of the Claude Moore Colonial Farm on Google which was gibberish. It does not look like Elmer Diaz is a Local Guide himself, and this could be just a weird coincidence.

Regarding the vccs I believe someone brought up the possibility some human trafficking occurs at or around Virginia Commonwealth University. I think it was George Webb or maybe FBIAnon from his AMAs. Their point was some high end prostitutes were actually posted as or posing as college students. So vccs could mean Virginia Commonwealth Computer Science, as in the new girl is a student at VC studying CS?
Yes I know it's a stretch and out of left field but that's what came to mind for vccs.

I ran it through a couple of the monoalphabetic decryption engines here:

...without any luck. I thought 'free' might point to it being a keyword cypher, but no good. You guys might find something, though. Have at it!
Edit: I broke up the phrase, and a quick google search shows the longer words in the phrase each produced search results--'bevk' returned someone named France Bevk, 'vccs' showed results from the Virginia(!) Community College System, and 'bcgjr' returned a subreddit, r/bcgjr , which seems to be about free Ebooks and pirated movies. Curiously, the first two titles are "To All the Boys I've Loved Before" and "The Beautyful Ones Are Not Yet Born". Weird titles, to be sure. I thought maybe a book cipher? But that might cut the code down to too few characters for a full message.

I suspect, though am not 100% sure, that the Elmer Diaz mentioned here, [redacted], is the one who wrote this Google review.
There is another example of similar gibberish messages being found which I will look for.
I was thinking about this earlier today and did wonder if perhaps it was caused by two-year-olds playing with a keyboard, but since some real words which have letters which aren't next to each other are in the gibberish it seems unlikely.
