I suspect the child is purposefully being exploited for someone's sexual gratification.

This is why some people on that webpage are listed as mandated reporters, because if you arent police, or a therapist, psychologist, or social worker who has experience + education dealing with pedophiles and/or child exploitation then you just wouldnt know. I was one of the former and have seen this before. For example, if show the photo of the child #carisjames taped to the table in front of a group of convicted child rapists in a prison and a hypothetical photo of #carisjames sitting naked at the table without tape and then asked the rapists: "which photo Is more sexually gratifying to you (aka: which is better for yanking man-meat to)?" They would overwhelming choose the actual photograph from a JA's Instagram. If you want to know the reason why it's because it's a mix of innocence and domination (rape fantasy). Whereas the photo of the naked child is just innocence and not as sexually gratifying.

How would you answer these questions?

"When you call, a trained hotline worker will ask you for: The name, address, age, and gender of the child. Who is caring for the child and whether other children live in the home. The nature and extent of the abuse or neglect, as you know it—and any previous abuse or neglect you know about. Any additional information that may be helpful."
