The way I see it is many would-be Democratic whistleblowers are now finding their courage because it looks like it is safe now to come out. She wants to lure them away from going to WikiLeaks so she can neutralize the ones against her master's interests and use the ones that are useful to her master. WikiLeaks is not really making a joke, but rather making the point that there has to be a reason that she want to listen to them now. WikiLeaks knows what happens to dangerous whistleblowers. Looks to me like they're saying it in a kind of mocking, sarcastic tone, the fact that when they were in power, they were hounding whistleblowers and probably killing them, but now they want the dirt on Trump, they suddenly see why whistleblowers are useful and why they need protection, and so offer up their services a la Wikileaks, despite having trashed Wikileaks non-stop pretty much as traitorous and malign etc. So it's pointing out the hypocrisy, it's not like an advert suggesting whistleblowers should go blow at the Dems instead!

On surface, Claire mccaskill is for whistleblower protection. Introduced a bill to extend protection to contractors which was passed in December. At the same time though, she was accusing homeland security committee of cherry picking info to release which would make Hillary look bad..was one of those "we demand you release all of it now" people....which gave democrats soapbox to complain.
