The DOS employees referenced are political employees. They are required to submit resignations when the President who appointed them leaves office. Quite often a good proportion of resignations are declined, i.e.; the people can stay on into the following administration. Not this time, which is a good thing in my mind.

Apparently it's pretty normal for some people to resign/ not have their contracts renewed when there's a change in administration. They're not meant to be permanent appointments.
