A lot of primitive or natural symbols are so rudimentary that they are multi-purpose. They have be co-opted by the bad guys but not all such symbols are bad. I recognize some as very early Native American and actually have benevolent meanings. What we might call an eye within an eye has a meaning of 'medicine man' or 'wisdom'.
