It means they are floating the news to try and pressure him to take a plea deal so they don't have to show the evidence from the laptop.

"pressure him to take a plea deal"...I agree. But I worry the arrest of Weiner might be TPTB throwing out a sacrificial lamb. Weiner will be the burnt offering so somebody can say "There, we did it! Now that we've caught the criminal and put him behind bars it's time to get back to making America great again!"

not a lawyer either but I think it means charges that can be "considered" or applied and how the evidence does and doesn't support the possible trial.
