I made a mistake, Schratchely has to do with Seattle Children’s Home. Robart was president of Seattle Children’s Home, not Children's Home Society of Washington. He was however also a Trustee of Children's Home Society of Washington, which Kenneth was a counselor at.
Clinical Director would likely have far more day-to-day contact with the kids, than a Director who's primary responsibilities might be fund raising, fiduciary, PR, operational, legal, etc.

Dr. Scratchley got 4 1/2 years for planning to rape a child and former counselor Kenneth Bell got only 6 months for raping multiple children. The discrepancy is alarming, especially considering the incidences occurred in the same state. I do agree that the law was far too lenient on both cases.
