From this WL release , further in the chain, they seem to be organizing a reunion for those who worked for/with/around 'Bob Liming' AKA 'Robert Wayne Liming'.

SEPT 9-12th, a celebration of the achievements & leadership of Robert Wayne Liming... ...Two ways to look at this. You guys were the original crew ( notice I am the baby on this email list) and should you want to keep this reunion to this crew it really does not matter where it takes place. If you want to include some of those from later years who were also close with Liming having it in DC would be the better option. I will do my best to attend anywhere this reunion occurs.

The only references to a 'Robert Wayne Liming' I found were two archived commencement programs from the University of Maryland in 1972 and 1973 .

There is a 'Bob Liming' who, coincidentally, works for Boys & Girls Club as "the Director of Development for the Boys & Girls Clubs of East Valley, based out of Tempe, Az"

I don't necessarily think this is the same guy being referenced in the Stratfor emails, but I can't say for sure one way or another.

Checking on Leland led to this strange site that talks about 'Charles Godfrey Leland' founding the Industrial Art School in Philadelphia in 1879. According to this site, Leland was big time into the occult, witchcraft, gypsy-lore, and magical rituals.

Leland was a prolific collector and spent most of his spare time collecting Witch lore and purchasing items of antiquity. One of his most prized possessions was the Black Stone of the Voodoos. It is believed that there are only five or six of these stones, or “conjuring stones” existing in the whole of America. The stones are small black pebbles thought to have originally arrived from Africa during the slave trade, and whoever succeeds in obtaining one would become a Master of Voodoo recognized as such by all other Voodoo practitioners in America.

This prompts a violent outburst by Billy. Later, the director of the Freedom School, Jean, is raped and an Indian student is then murdered by Bernard (David Roya), the son of the county's corrupt political boss (Bert Freed). Billy confronts Bernard and sustains a gunshot wound before killing him with a hand strike to the throat, after Bernard was caught in bed with a 13-year-old girl. After a climactic shootout with the police, and pleading from Jean, Billy Jack surrenders to the authorities and is arrested. As he is driven away, a large crowd of supporters raise their fists as a show of defiance and support.

His fellow senator, Joseph Paine (E. G. Marshall), claims to oppose nuclear power but is secretly taking graft to influence his votes in favor, and moves to try to keep Billy Jack out of the way when the bill is being debated.

Seeking to keep Billy out of the Senate on a day when a controversial energy bill is being voted on, Senator Paine suggests he should meet with a grassroots group that day instead. The group is working to pass a national initiative and Billy Jack becomes convinced of their cause.

Billy is invited to meet with a group of lobbyists attempting to offer him bribes and other perks if he will vote their way. Up against a man named Bailey (Sam Wanamaker) who wields a powerful influence in his home state, Billy Jack has his political career and reputation at stake if he does not cooperate. Billy responds with anger at their threat.

The next day in the Senate, he tries to speak on the floor in opposition to the nuclear power plant. Paine responds by proposing to expel Billy from the Senate as unfit for office. Billy's assistant quits after the murder of a lobbyist, fearing for her own safety, but returns after Billy Jack is about to be expelled from the Senate, to help him learn Senate procedure in order to filibuster. Billy collapses on the Senate floor in the effort, whereupon Paine confesses to his colleagues that every word Billy spoke was the truth.

Billy Jack Goes to Washington was a failure, partly due to distribution problems, and it proved to be Laughlin's last film as a director. Laughlin blamed individuals within the United States government for the failure of the film, telling CNN's Showbiz Tonight in 2005:

At a private screening, Senator Vance Hartke got up, because it was about how the Senate was bought out by the nuclear industry. He got up and charged me. Walter Cronkite's daughter was there, [and] Lucille Ball. And he said, "You'll never get this released. This house you have, everything will be destroyed."[2]
