Which I'll never understand. Why waste your time going after the little fish? It's not like cops pretend to be drug dealers and sell on the street to random people and arrest them. They catch a dealer and try to set up a buy with HIS dealer. So why have fake prostitutes? Shouldn't they be fake 'Johns'?

The justice system in America is for-profit. The cops wold rather arrest 100 johns that one prostitute or 100 drug buyers than 1 dealer.
