Investigations have a subject. For example if Jon Q. Public committed a crime then he'd be the main subject of a police investigation. A subject is a person of interest.

A "frequent topic of discussion" would be for example Pedophile code words or handkerchief maps etc. Those are topics WITHIN an investigation. A handkerchief didn't commit a crime here nor did David Seaman. He's not a SUBJECT of the investigation. He's just a commentator.
