Who has authority to mark landmarks on Google Maps?

Anyone can program a Google map with anything they want -- icons and digital "locations" can be placed anywhere on a map as secret code (or even as a joke). When I saw this, I assumed someone was just taunting Podesta. It is odd that the icon lands near Bohemian Grove, but again, that could be part of the game, perpetrated either by his cohorts or his detractors.

Can some random person just randomly add a location to Google maps or what? How do places get verified?
