It would seem that he was made interim only to avoid the major scrutiny that would befall him if he were immediately appointed to the top desk. The interim's background is not so newsworthy, and when or if he gets made permanent it'll draw less attention; it will be assumed that he has been adequately vetted. So DC truly is a crime city where you can get away with anything. Further encouragement for the most corrupt politicians to shoot for the top: get to Washington and you're home-free-all!
