Definitely sounds like a code phrase, but probably just related to dealing with foreign countries. It's too hard to say whether it's just covering for something treasonous (which the meeting basically is) or anything more nefarious.

I would say no, but the fact that the Chinese Ambassador is so insistent on a private, sit down meal is quite strange. Fuck these scumbags making secret deals in the dark like this. Either way, this is pretty damning for Podesta and the shadow gov't.
