Yes. Basket of deplorables is the point. Who gets to decide? The secret govt. cannot play God not democrat or rebublican can play God...that is his point. There is no rule of law or justice. This is why the constitution was written to break all secret oaths or blood oaths and bind others to the ideas of inalienable rights..God given.
