If Russia was planting CP on peoples computers, what would be their motive?

The most obvious reason to do this would be to gain leverage so that you could blackmail the individual.

If this is the reason, then it would follow that there would be a large number of people in Washington who would appear to be working in the interests of Russia (so as not to have the compromising CP exposed). This does not seem to be the case at all. So, either the Russians are terrible at taking advantage of the blackmail opportunity that they created, or it's not them.

So, if it appears that there is very little chance that the suggestion that the Russians are planting CP is real, why would they make the suggestion?

• Maybe someone is planting the CP, but not the Russians. If so, who could it be? Typically it would be planted for the purposes of Blackmail, so they would be able to identify the culprit fairly easily when they are blackmailed.

• Maybe it's theirs and they are trying to deflect blame.

• Maybe it's a combination of both.

Take the CPP private download page everyone thinks was used to download porn. If there's any connection to CPP or another suspect download server the point is moot.
